What is Oliver McGowan training and why do I need to complete it?

Oliver McGowan training was introduced by the Health and Care Act in 2022 in order to improve the care and treatment for people with a learning disability and/or Autism.

This is the Governments preferred training for Health and Social staff, it is mandatory and therefore all Bank Members must complete this module.

This learning aims to save lives by ensuring our Bank Members have the right skills and knowledge to provide safe, compassionate and informed care to autistic people and people with a learning disability, which is an NHS requirement.

Please Note:

  • All NHS Professional Bank Members are required to complete the Oliver McGowan eLearning training to be compliant.
  • NHS Professionals have started to introduce Oliver McGowan Tier 1 and Tier 2 instructor led training sessions as part of this programme.

Please look out for invitations to book into these courses when instructed.

  • NHSP will increase Oliver McGowan Tier 1 and Tier 2 sessions later in 2026. Bank Members will be invited to a session when spaces are available.

What is Oliver McGowan Tier 1 and Tier 2 Training?

Oliver McGowan Tier 1 Training (1hr Microsoft Team training sessions) – For Bank Member who require general awareness of the support autistic people or people with learning disabilities may need. (All A&C and E&F roles).

 

Oliver McGowan (Tier 1) Instructor led training 

How frequently should refresher training take place? 

Refresher training should take place every 3 years

Who needs to complete this module?

Everyone who requires general awareness of the support autistic people or people with learning disabilities may need.  

For non-patient facing roles which includes all ‘Administrative and Clerical’ and ‘Estates and Facilities’ roles.

How long is this training?

1 hour (online through Microsoft Teams)

What does the module cover? 

The learning objectives for Oliver McGowan Tier 1 are designed to provide staff with the necessary knowledge and skills to understand the key principles of the needs of learning disability and autistic people within healthcare settings.

These objectives include:

  • General awareness: Understanding the support individuals with learning disabilities and autism may need.

 

  • Communication: Learning about effective communication strategies.

 

  • Sensory needs: Recognizing and addressing sensory sensitivities.

 

  • Reasonable adjustments: Understanding how to make reasonable adjustments to support individuals.

 

  • Health inequalities: Learning about health inequalities and how to address them.

 

  • Ask Listen Do: Understanding the importance of asking, listening, and doing.

 

  • Health passports: Learning about health passports and their purpose.

 

  • Legal compliance: Understanding the legal requirements and guidelines for providing care.

These objectives are essential for ensuring that staff can provide safe, respectful, and legally compliant care to individuals with learning disabilities and autism.

How frequently should refresher training take place?

Everyone who could provide care and support for autistic people or people with learning disabilities.

All patient facing job roles.

Training Attendance and ID Identification

Please bring with you:

  • Photographic Identification - this can be either your Passport, ID Card or Driving Licence. This needs to be an original document with your picture and not a copy of your document.

Attendance on time is important:

  • Make sure you allow time to travel to the venue, including checking car park on-site facilities, or nearby so that you arrive on time. If you travel by public transport, please check the transport timetable and plan accordingly.

Anyone that arrives 15 minutes after the start time will not be able to take part in the course.

What does the module cover? 

The learning objectives for Oliver McGowan Tier 2 are designed to ensure that health and social care staff are equipped with the knowledge and skills necessary to provide safe, respectful, and inclusive care for individuals with learning disabilities and autism.

The objectives include:

  • Acknowledging and understanding unconscious biases to avoid diagnostic overshadowing.

 

  • Learning from the insights gained through Learning from Lives and Deaths Reviews (LeDeR).

 

  • Promoting awareness of campaigns such as Stop the Over Medication of People with a Learning Disability (STOMP) and Stopping Over-Medication of People with a learning disability, autism, or both (STAMP).

 

  • Understanding the importance of reasonable adjustments and the Mental Capacity Act 2005.

 

  • Enhancing communication with individuals with learning disabilities or autism and their families.

 

  • Recognizing the crucial role of hospital passports and annual health checks in supporting individuals with learning disabilities or autism.

 

  • Implementing actions from lessons learnt from Oliver's campaign to ensure excellent care and service.
